The Federal Aviation Administration is seeking contractor support for the operation, maintenance, support, and supply of the FAA Tower Simulation Systems (TSS) used for technical/operational training of controllers at selected FAA air traffic control towers (ATCTs).

This Screening Information Request (SIR)/Request for Offer (RFO) provides the specific requirements, instructions, and evaluation criteria. Please see all of the supporting attachments for details. This solicitation is a full and open competition. The FAA intends to issue a single award indefinite-delivery indefinite quantity (IDIQ) contract for a base and four option years.

This acquisition will employ best practices and procedures for competitive procurements as authorized by the FAA Acquisition Management System (AMS). The principal North American Industry Classification Code (NAICS) code for this requirement is 541512 - Computer Systems Design Services.

All responses to this SIR must follow all submission instructions found in the attached SIR documents. The FAA will not pay any costs incurred in the preparation or submission of any response to this solicitation.

Proposals are due by 1PM Eastern on May 15, 2023. Proposals must be emailed to the Contracting Officer, Manish Patel, at manish.patel@faa.gov by the due date. Offerors assume full responsibility of ensuring that proposals are received by the date and time specified above. Any proposals received after the date or time listed above will not be considered for award.

Any questions related to this SIR are due by 10AM Eastern on April 19, 2023. Questions must be emailed to the Contracting Officer, Manish Patel, at manish.patel@faa.gov by the specified due date. The Government will provide responses to all questions via an amendment to this solicitation.

Background
The Federal Aviation Administration (FAA) is seeking contractor support for the operation, maintenance, support, and supply of the FAA Tower Simulation Systems (TSS) used for technical/operational training of controllers at selected FAA air traffic control towers (ATCTs). This solicitation is a full and open competition. The FAA intends to issue a single award indefinite-delivery indefinite quantity (IDIQ) contract for a base and four option years. The acquisition will employ best practices and procedures for competitive procurements as authorized by the FAA Acquisition Management System (AMS).

Work Details
The tasks required by the FAA for the operation, maintenance, support, and supply of the FAA Tower Simulation Systems (TSS) include establishing and maintaining a TSS Program infrastructure that consists of program management, engineering design and support services, equipment purchase, training, depot support, installation and test, and maintenance management of a Contractor Logistics Support (CLS) Program. The TSS CLS Program includes a Help Desk function with technical and Air Traffic Control (ATC) subject matter experts (SMEs), a Training System Support Center (TSSC), on-site Contractor Field Service Representatives/Technicians (FSRs/FSTs), and a Web-Based Integrated Data Environment (WIDE) data repository capability. The Contractor must also provide TSS training and operate, maintain, and support the COTS hardware and software aspects of the TSS. The Contractor must implement a Tech Refresh of all major components in the TSS Large and Small Systems, TSS Mobile Units, and TSS Suitcases. A list of the hardware components required for the Tech Refresh is provided in Section 3.12 of this SOW.

Period of Performance
The contract will be performed over a base period and four option years.

Place of Performance
The geographic locations where the contract will be performed include forty ATCTs; two FAA support sites; one contractor support site; FAA ATC Training Academy in Oklahoma City, OK; William J. Hughes Technical Center in Atlantic City, NJ.
