Amendment 0002 to RFI ANSR-MS-0002 extends the due date for RFI responses from January 15, 2025 at 4:00 PM Eastern Time to January 29, 2025 at 4:00 PM Eastern Time.

1. Provides answers to questions from industry via Attachment 5 - Industry Comments and Questions Matrix - AMD 0001,

2. Provides an updated Request for Information resulting from industry questions and comments,

3. Provides an updated Attachment 3 resulting from industry questions and comments.

The purpose of this Market Survey is to solicit industry input to support FAA efforts in developing the Airspace Non-cooperative Surveillance Radar (ANSR) acquisition strategy, further defining the requirements and technical approach, and developing a strategy for an eventual ANSR procurement.

This announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Policy Section 3.2.1.2.1.

Background
The Federal Aviation Administration (FAA) is conducting a Market Survey to gather industry input for the development of the Airspace Non-Cooperative Surveillance Radar (ANSR) acquisition strategy. The goal of this initiative is to further define the requirements and technical approach necessary for an eventual procurement of the ANSR system, which is critical for enhancing airspace surveillance capabilities.

Work Details
The Statement of Work (SOW) outlines several key requirements for the ANSR system, including:
- **Integrity Verification**: An alert event must be triggered when discrepancies are detected during integrity verification.
- **System Safety**: The SOW includes specific safety requirements that must be adhered to.
- **Quality Management Requirements**: Quality assurance protocols are established within the SOW.
- **Configuration Management**: Configuration management practices are detailed in the SOW.
- **Test and Evaluation Requirements**: Testing will follow guidelines set forth in various FAA documents, including the Acquisition Management System (AMS) and Test and Evaluation Handbook. The contractor is responsible for conducting Developmental Testing (DT), Production Acceptance Testing (PAT), and Site Acceptance Testing (SAT) on the ANSR system. Each testing phase has specific goals:
- **Developmental Testing (DT)**: Includes both In-plant testing at the contractor's facility and On-site testing at FAA facilities in Atlantic City, NJ, to ensure system maturity and integration with existing National Airspace System (NAS) components.
- **Production Acceptance Testing (PAT)**: Conducted on each production unit to confirm it meets performance requirements and is free from defects.
- **Site Acceptance Testing (SAT)**: Performed after installation to verify correct configuration and compliance with system requirements.
Verification methods include Demonstration, Test, Analysis, Inspection, Test with Data, and Design Review as outlined in the Verification Requirements Traceability Matrix (VRTM).

Place of Performance
Testing will occur at Government facilities located within the FAA’s William J. Hughes Technical Center in Atlantic City, NJ.
