Background
The Air Transportable Galley and Lavatory (ATGL) is a piece of roll-on/roll-off common support equipment that supports various aircraft platforms such as C-5, C-17, C-130, and KC-46. The United States Air Force (USAF) has deployed the ATGL for over 30 years, with the current configuration being used for approximately 20 years. The ATGL has two lavatories, two ovens, two coffee makers, and three refrigerators to accommodate galley and lavatory facilities for up to 160 people for a maximum of 15 hours of flight. The unit can hold up to 39 gallons of potable water and 55.5 gallons of waste (plus 11 gallons of pre-charge). The current configuration meets MIL-HDBK-516 (Airworthiness Certification Criteria) and MIL-STD-461 (Control of Electromagnetic Interference Characteristics of Subsystems and Equipment) or equivalent commercial standards.

Work Details
The contractor is required to provide sustainment services for the ATGL units, including Program Engineering Support (PES), overhaul, repair, and Material Management (MM). This involves Configuration Management (CM), Technical Interchange (TIs), Technical Orders (TO) maintenance, engineering sustainment meetings, system safety, quality assurance, and engineering data control.

The contractor shall ensure successful depot overhaul of the ATGL fleet resulting in each unit meeting condition code 'A'. Additionally, the contractor shall provide overhaul services for up to 33 ATGLs each contract year in accordance with TO 13B-4-4-3. Overhauled assets shall pass inspection with no more than one failure per contract year. The contractor is also responsible for providing field parts quality support and field parts support.

Period of Performance
The period of performance for the contract will be a three-year base with seven option years.

Place of Performance
The services will be performed at the Contractor’s facility.
