Background
The Air Force Life Cycle Management Center (AFLCMC) Commercial Derivative Aircraft Contracting Branch is seeking small businesses and other firms capable of providing Contractor Logistics Support (CLS) services for the USAF fleet of C-32A and C-40B/C aircraft.
The purpose of the acquisition is to procure CLS for four C-32A, four C-40B and three C-40C aircraft at Joint Base Andrews, MD and four C-40C aircraft at Scott AFB, IL.

Work Details
The contractor shall provide Program Management; Contractor Operated and Maintained Base Supply (COMBS); component (engines, landing gears, auxiliary power units) overhaul, repair and lease; Depot Maintenance including C-checks; Unscheduled Drop-in Maintenance and Paint; Modification/Service Bulletin Kits and Support; Contract Field Team Support; and other non-routine Over and Above (O&A) tasks and materials.
Scope includes incorporation of work not yet specified or changed procedures, negotiation of supplemental agreements for cost adjustments, Foreign Military Sales support and limited O&A support for other Boeing 737/757 aircraft.
The contractor shall use fixed per hour labor and material burden rates from the Pricing Matrix, submit a self-calculating Excel Cost Model for additional CLINs, and perform transition/phase-in tasks under CLIN 0001 on a non-interference basis over three months. Incentives under Attachment 6 shall be earned monthly during phase-in. All CLINs are firm fixed price; no overtime paid.
Technical data are ITAR controlled.

Period of Performance
Indefinite-delivery/indefinite-quantity contract with orders issued by task order; transition/phase-in begins at contract award and covers three months; total contract duration, including exercise of options, shall not exceed ten years.

Place of Performance
Joint Base Andrews, Maryland and Scott Air Force Base, Illinois.

Bidder Requirements
Set aside 100% for small business.
Offerors must possess an active DTIC account and provide a current, valid DD Form 2345 for ITAR-controlled technical data.
Deployable contractor aircrew and support personnel (CAAF) must have complete security and background checks, medical/dental/psychological fitness, required immunizations with Public Health Service Form 791, necessary passports/visas and Geneva Conventions identification, theater-specific and foreign clearance per DoD Directive 4500.54E.
Personnel must complete personal security training, isolated personnel training, law-of-war training, and SPOT registration using CAC or approved digital certificate or government-sponsored SPOT user ID.
