Background
The Department of Veterans Affairs (VA), specifically the Central California Health Care System (VACCHCS), is seeking to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for hazardous waste disposal services.

The goal of this contract is to ensure compliance with federal, state, and local regulations regarding the management and disposal of hazardous materials, including but not limited to hazardous, non-hazardous, biological, asbestos, radiological, and DEA controlled substances. The contractor will also provide necessary training to VA employees on hazardous waste management.

Work Details
The contractor will be responsible for providing comprehensive hazardous waste collection and disposal services. Key tasks include:
1. On-Site Services (OSS) at regular intervals (minimum monthly) for inspections and waste pick-up at 19 Satellite Accumulation Areas (SAA), the Main/Central Accumulation Areas (MAA/CAA), and three Community Based Outpatient Clinics (CBOC).
2. Providing bi-annual training for up to 50 VA employees on topics such as hazardous waste management, universal waste handling, Department of Transportation (DOT) regulations, and emergency response operations.
3. Offering emergency spill response services for various types of hazardous materials within VACCHCS premises.
4. Ensuring all labor, materials, tools, equipment, analysis, travel, transportation, documentation, waste treatment, disposal and support services are included in the contract scope.
5. Conducting quarterly meetings with VACCHCS management to review contract performance and address any deficiencies.

Place of Performance
Services will be performed at the VACCHCS Main facility located at 2615 E. Clinton Ave., Fresno CA 93703 and various Satellite Accumulation Areas.
