Environmental Consulting Services for Title V Operating Permit Compliance   2

Background
The Department of Veterans Affairs (VA) New Jersey HealthCare System (VANJHCS) Lyons Campus requires an annual service contract for Environmental Consulting Services to ensure compliance with Title V Operating Permit requirements. This contract aims to assist with the Submittal/Action Requirements of the Title V permit, which is governed by the New Jersey Department of Environmental Protection (NJDEP). The services are crucial for maintaining air quality standards and compliance with environmental regulations.

Work Details
The contractor will provide all necessary labor, materials, supplies, equipment, and fees to accomplish the following tasks:

1. Submit Semi-Annual Deviation Reports to EPA and NJDEP by July 30th, 2026, and January 30th, 2027.
2. Prepare and submit an Annual Compliance Certification due by January 30th, 2027.
3. Submit Semi-Annual Sulfur Reports due by July 30th, 2026, and January 30th, 2027.
4. Ensure submission of Annual Combustion Adjustment Reports to NJDEP for RY2026.
5. Prepare an Annual Fuel Oil #2 Exemption Certification due by March 1st, 2027.
6. Submit an Emission Statement due by May 15th, 2027.
7. Prepare and submit a Title V Renewal Permit Application electronically to NJDEP.

Period of Performance
The period of performance includes a base year starting on or around July 15, 2026, with four option years extending through July 14, 2031.

Place of Performance
All work will be performed at the VA New Jersey Healthcare System Lyons Campus located at 151 Knollcroft Road, Lyons, NJ 07939.

Bidder Requirements
Bidders must be engineers or scientists knowledgeable in the Clean Air Act and specifically in Title V permit requirements. They should have experience in providing similar environmental consulting services and must provide three references for contracts of similar scope completed within the past five years.
