This synopsis is associated with Request for Information (RFI) SPE60222RFI1002. This synopsis is for the procurement of Lubricity Improver Additives under the Worldwide Additives program of DLA Energy. Lubricity Improver Additive (LIA) (MIL-PRF-32490)(NSN: 9140-016042853) for F76, Naval Distillate Fuel (MIL-DTL-16884) (NSN: 9140-002732377). There are three grades of LIA Additive on the Qualified Product List (QPL). Only Grade A and B are authorized for bulk storage at DLA Energy facilities. LIA conforming to MILPRF-32490 is the only approved additive for the improvement of lubricity in MIL-DTL-16884; two grades of the additive have been evaluated for DLA Energy bulk procurements - Grade A and B. The QPL number is QPL-32490. All LIA products considered must be listed on the QPL (link: http://qpldocs.dla.mil/) by the date of award. The solicitation will call for a fixed price with economic price adjustment contract(s). The NAICS code for this procurement is 324191, Petroleum Lubricating Oil and Grease Manufacturing.

The Program's Ordering Period is date of award through June 30, 2024.

The Delivery Period is approximately from February 1, 2023 through June 30, 2024, with a 30-day Carry Over period.

The delivery method will be Truck Destination.
