Description

Underground Storage Tank Testing Services
Background
The Department of Veterans Affairs, specifically the Network Contracting Office (NCO) 15, is seeking contractors to provide underground storage tank testing services at the John J. Pershing VA Medical Center in Poplar Bluff, MO. The goal of this contract is to ensure compliance with current federal and state regulations regarding underground storage tanks and associated equipment.

Work Details
The Contractor shall provide all labor, personnel, equipment, tools, materials, vehicles, supervision, waste disposal, and other items and services necessary for the testing of the underground storage tanks and associated equipment/piping. Services include:

1. Annual Release Detection Equipment Testing for approximately 17 devices to ensure leak detection capabilities as per Missouri Department of Natural Resources (MDNR) regulations.

2. Triennial Containment Sump Testing for 11 sumps using certified methods to ensure liquid tightness.

3. Triennial Spill Bucket Testing for 3 buckets to verify liquid tightness.

4. Triennial Overfill Valve Testing for 3 overfill prevention devices to check functionality and damage.

5. All testing must comply with applicable federal and state regulations including EPA standards.

6. The contractor must submit detailed reports post-testing indicating results and any required follow-up actions within 15 days after testing completion.

Period of Performance
The contract will include a base year with four optional renewal years, commencing from the effective date of award.
