Background
The Department of Veterans Affairs (VA) is seeking hazardous waste disposal services for VISN 1, New England. The contract aims to provide hazardous, non-hazardous, and universal waste recycling and disposal services; lab pack disposal services; radiological and biological waste disposal services; Drug Enforcement Administration (DEA) controlled substance disposal services; training and emergency spill response services for eight main VA facilities, including eleven VA Medical Centers and forty-four Community Outpatient Clinics located in the VA New England Healthcare System Veterans Integrated Service Network (VISN 1). The contract will be a firm-fixed price single award Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Work Details
The contractor is required to provide hazardous waste management and disposal, training, and emergency response services. This includes providing annual RCRA hazardous waste, universal waste, and DOT training to a maximum of fifty VA employees at each VISN 1 medical center upon request. The contractor must also provide annual First Responder Operations Level training and Hazard Materials Technician training.
Additionally, the contractor must provide twenty-four hours per day, seven days per week emergency response services for spills/releases of hazardous materials/wastes, and radiological, biomedical, and universal wastes. The contractor may add or remove a location based on the needs of the VA throughout the life of the contract.

Period of Performance
The period of performance includes a base year from 04/22/2023 to 04/21/2024, with option years extending until 04/21/2028.

Place of Performance
The contract will be performed at various locations within VISN 1 sites throughout New England.
