Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide hazardous material removal and disposal services for various VA Healthcare Centers in the San Diego region. The goal of this contract is to ensure compliance with all applicable federal, state, and local laws and regulations regarding hazardous waste management, thereby supporting the VA's mission to provide high-quality healthcare services to veterans.

Work Details
The contractor shall furnish all labor, supervision, materials, transportation, tools, and equipment necessary to perform hazardous material removal and disposal services. Services include:

1. Compliance with federal, state, and local regulations including OSHA standards and EPA hazardous materials regulations.

2. Management of various waste types including hazardous waste, extremely hazardous waste, mixed waste (medical & hazardous), special medical waste, universal waste, asbestos waste, and hazardous pharmaceutical waste.

3. Disposal methods may include recycling, fuel blending, incineration, treatment, or sanitary landfill in order of preference.

4. Maintenance of clean and compliant storage locations for hazardous materials.

5. Training for employees handling hazardous waste per HAZWOPER standards.

6. Submission of hazardous waste manifests and spill reports via an approved electronic system.

7. Transportation of hazardous materials in compliance with DOT requirements.

8. Provision of necessary equipment such as hydraulic lifts and spill kits on transport vehicles.

Period of Performance
The contract period begins on September 13, 2026, and ends on September 12, 2031. This includes options for extensions over multiple years.

Place of Performance
Services will be performed at various locations including the VA San Diego Healthcare System located at 3350 La Jolla Village Dr., San Diego CA 92161; Chula Vista VA Clinic; Kearny Mesa VA Clinic; Aspire Transitional Housing Center; Oceanside VA Clinic; Sorrento Valley VA Clinic; and Compensation & Pension Clinic.
