Background
The Department of Veterans Affairs (VA) is issuing this solicitation for gas monitoring services at the Salem VA Medical Center Landfill. The goal of this contract is to ensure compliance with Virginia Solid Waste Management Regulations and to monitor landfill gas emissions effectively. This project aims to maintain environmental safety and adhere to regulatory requirements.

Work Details
The contractor will provide onsite environmental services to conduct landfill gas monitoring, which includes:
- Quarterly testing of 7 wells and one manhole in compliance with 9VAC 20-81-200 and permit SWP 362.
- Monthly testing of well LGW-5s.
- Weekly sampling for continued compliance with the Virginia Department of Environmental Quality (DEQ) for a total of 48 weeks.
- Submission of quarterly gas monitoring reports to DEQ and the Contracting Officer's Technical Representative (COTR).
- Measurement of methane (%CH4) and lower explosive limit (%LEL) at eight landfill gas monitoring wells and seven nearby structures using a portable gas monitor.
- Updating the Gas Well Remediation Plan as necessary, including providing unit pricing for additional visits if gas wells exceed allowable limits.
- Conducting all testing during normal business hours, Monday through Friday, excluding federal holidays.

Period of Performance
The contract period will begin on June 15, 2026, and end on June 14, 2027, with options for extensions in subsequent years.

Place of Performance
Salem VA Medical Center Landfill, Salem VA.

Bidder Requirements
Offerors must be registered as a verified Service-Disabled Veteran-Owned Small Business (SDVOSB) at the time of quote submission. They must demonstrate experience in environmental testing services relevant to landfill gas monitoring and possess necessary licenses or certifications. Offerors should also provide references from similar past performance within the last three years.
