Wild Horse Burro Program (WHBP) Support Services   3

Background
The Bureau of Land Management (BLM), part of the United States Department of the Interior, is issuing a Request for Proposal (RFP) for support services related to the Wild Horse Burro Program (WHBP). This program aims to manage and care for wild horses in off-range pastures across various states, excluding areas west of the Cascade Mountain Range in Oregon and Washington. The goal is to ensure the well-being and safety of these animals while maintaining their natural behaviors in a suitable environment.

Work Details
The contractor will be responsible for the following tasks:
- Care for a minimum of 200 animals and up to a maximum of 10,000 wild horses in a pasture setting on private land.
- Maintain pastures that allow free-roaming behavior and provide adequate forage, water, and shelter necessary for sustaining animals in good body condition.
- Minimize human handling of the animals.
- Conduct regular on-the-ground monitoring and inventory to assess animal well-being and safety.
- Gather and prepare all animals according to the BLM Comprehensive Animal Welfare Program (CAWP).
- Provide management by knowledgeable individuals experienced in equine behavior, nutritional requirements, and land management for sustained production of grass and desirable forage plants.

Period of Performance
The contract will be awarded as a five (5) or ten (10) year Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract from the date of award.

Place of Performance
The services will be performed in various states including Colorado, Idaho, Iowa, Kansas, Montana, Nebraska, Nevada, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, and Wyoming.
