Background
The U.S. Fish & Wildlife Service (FWS) is issuing a solicitation for a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract for fish marking services in the Columbia River region, specifically covering locations in Washington, Oregon, and Idaho.

The goal of this contract is to support the agency's mission of conserving fish populations through effective marking and tracking methods.

Work Details
The contractor will be responsible for providing fish marking services across various sites including Carson-WA, Cascade Locks-OR, Ahsahka-ID, Estacada-OR, Entiat-WA, Levenworth-WA, Cook-WA, Underwood-WA, Warm Springs-OR, and Winthrop-WA.

Key tasks include:
1. Recruiting capable labor to perform work in the specified areas.
2. Providing fish markers to required sites with a lead time of as little as two weeks.
3. Completing a small business subcontracting plan or indicating that such opportunities are not available.
4. Meeting small business utilization goals: 42% Small Business, 10% Small Disadvantaged Business, 5% Women-Owned Small Business, 3% HUBZone Small Business, 5% Service-Disabled Veteran-Owned Small Business, and 3% Indian Small Business Economic Enterprises (ISBEE).

Period of Performance
The period of performance for this IDIQ contract spans from June 30, 2025 to June 29, 2030, consisting of one base year and four option years.
