PROFESSIONAL, ENVIRONMENTAL, HISTORICAL, SUSTAINMENT AND RELATED SUPPORT SERVICES THE DEPARTMENT OF VETERANS AFFAIRS (VA), OFFICE OF CONSTRUCTION AND FACILITIES MANAGEMENT (CFM)
The Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) is issuing a request for proposals for professional, environmental, historical, sustainment, and related support services for a five-year ordering period. The services consist of advice and assistance on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials; endangered species, storm water pollution prevention, spill control and countermeasures, wetland, watershed, and other natural resource management plans; archaeological and/or cultural resource management plans. This includes identifying problems (e.g., inspect buildings for hazardous materials), measuring and evaluating risks, and recommending solutions. Due to the complex environmental issues, a multi-disciplined staff will be comprised of scientists, engineers, and other technicians with expertise in areas such as air and water quality, asbestos contamination, remediation, and ecological restoration. Environmental law is also required which include Planning and Documentation Services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as executive orders in areas of chemical, radiological, and/or hazardous materials; ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA). The anticipated issue date of the solicitation is January 14, 2025, with a projected closing date of February 13, 2025. It is a requirement that the successful awardee be registered in the System for Award Management (SAM). This solicitation is set-aside 100 percent for participation by Service-disabled Veteran Owned Small Business (SDVOSB) concerns under NAICS code 541620 which has a small business size standard of $19M.
Background
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) is seeking proposals for professional, environmental, historical, sustainment, and related support services. The goal of this contract is to provide expert advice and assistance on various environmental issues, including the management of pollutants and hazardous materials, compliance with environmental laws, and the preservation of historical sites.

The contract will be executed over a five-year ordering period under the management of the Interior Business Center (IBC), Acquisition Services Directorate (AQD). This solicitation is specifically set aside for Service-disabled Veteran Owned Small Business (SDVOSB) concerns.

Work Details
The contractor will provide a range of services including:
- Advice on environmental impacts from proposed projects.
- Control of environmental contamination from pollutants and hazardous materials.
- Development of plans for endangered species protection, stormwater pollution prevention, spill control, wetland management, and cultural resource management.
- Conducting inspections for hazardous materials and evaluating risks associated with them.
- Compliance with NEPA by preparing Environmental Assessments (EAs) and Environmental Impact Statements (EISs).
- Support for historic preservation under the National Historic Preservation Act (NHPA), including archaeological investigations and eligibility studies for the National Register of Historic Places.
- Planning and documentation services for environmental initiatives as mandated by executive orders.
- Multi-disciplinary team involvement including scientists, engineers, and technicians specializing in air/water quality, ecological restoration, asbestos remediation, etc.
- Development of various assessments such as Phase I/II Environmental Site Assessments (ESAs), CERCLA assessments, RCRA facility assessments, biological surveys, and more.
- Regulatory compliance support including permit drafting for air emissions and waste management.

Period of Performance
The contract will have a one-year base period followed by four one-year option periods. Each task order's specific performance period will be determined at that level.

Place of Performance
Services will be performed at multiple locations throughout the Contiguous United States, Alaska, Hawaii, and outlying areas as specified in individual task orders.
