Background
The U.S. Environmental Protection Agency (EPA) Region 1 is seeking to identify qualified businesses capable of providing Emergency and Rapid Response Services (ERRS) for environmental cleanup related to hazardous substances, pollutants, and petroleum products in the New England area.

This contract aims to support the EPA's mission of protecting human health and the environment by ensuring timely responses to environmental emergencies, including natural disasters and incidents involving hazardous materials. The anticipated contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type with a projected duration of five years.

Work Details
The contractor will be responsible for providing emergency and time-critical environmental cleanup services, which include:
1. Responding to releases or threats of releases of oil, hazardous substances, or pollutants into the environment.
2. Addressing incidents involving fire, explosions, terrorist acts, or chemical, biological, radiological, or nuclear incidents.
3. Conducting cleanup operations that may involve law enforcement activities or sensitive sites as designated by the EPA.
4. Managing documentation of expenditures for each task order (TO) and ensuring compliance with accounting practices.
5. Providing personnel who meet specific background check and drug screening requirements as established by the EPA.
6. Developing site safety plans and ensuring compliance with health and safety regulations.
7. Maintaining communication with the On-Scene Coordinator (OSC) throughout response actions and reporting any issues encountered during operations.

Place of Performance
The services will be performed in the New England area, specifically covering Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, and Maine.
