Technical Assistance for Desotec Project

Background
Desotec US LLC operates a carbon reactivation facility in the Colorado River Indian Tribes (CRIT) Industrial Park near Parker, Arizona. The facility treats spent activated carbon used by various entities for the removal of organic compounds from waste streams. In June 2023, Desotec acquired the facility from Evoqua Water Technologies, and the EPA transferred the Resource Conservation and Recovery Act (RCRA) permit to Desotec. The facility is pursuing a complete retest of its Performance Demonstration Test Plan (PDTP) following previous discussions and dispute resolutions with USEPA Region 9.

Work Details
The contractor will support USEPA Region 9 in overseeing Desotec's implementation of the PDTP and Quality Assurance Project Plan (QAPP). Key tasks include:

1. **Administration, Invoices, and Progress Reporting**: Provide monthly invoices and progress reports detailing activities, level of effort, status of deliverables, and barriers affecting task completion. Conduct periodic conference calls with the COR to discuss progress.

2. **PDT Oversight**: Travel to the facility for oversight during PDT testing scheduled for fall 2025. Review dispute decision documents and perform split sampling of scrubber water discharge before it reaches the wastewater treatment plant.

3. **PDTR Review**: Review the Performance Demonstration Test Report (PDTR) and provide comments for USEPA correspondence with Desotec. Conduct follow-up reviews of facility responses to comments, including participation in three meetings with USEPA and Desotec.

4. **Air Modeling and Risk Assessments**: Support USEPA in reviewing air modeling tasks and human health and ecological risk assessments that incorporate emission results from PDT. This work is scheduled for June/July 2026.

Period of Performance
The period of performance for this Task Order is from date of award up to 3 years.

Place of Performance
The contract will be performed at the Desotec facility located in the Colorado River Indian Tribes Industrial Park near Parker, Arizona.
