1. This is not a Request for Quote (RFQ); it is a source sought notice for market research purposes.
2. The Bureau of Reclamation is seeking Technical Support Services for the Long-Term Operation of the Central Valley Project. A draft of the Performance Work Statement (PWS) is attached.
3. This will be a hybrid contract, including both Firm Fixed Price and Labor-Hour components.
4. The contract will span 5 years, consisting of one base year plus four optional years.
5. Please review the attached draft Performance Work Statement (PWS).
6. Firms capable of providing the services and tasks outlined in the attached PWS are invited to submit a capability statement that clearly demonstrates their ability to fulfill the requirements.

Background
The Bureau of Reclamation is seeking Technical Support Services for the Long-Term Operation of the Central Valley Project (CVP) and State Water Project (SWP). The agency's mission is to manage, develop, and protect water resources in an environmentally and economically sound manner.

The CVP consists of 20 dams and reservoirs that can store nearly 12 million acre-feet of water, providing significant water supply for agricultural, municipal, and industrial uses across California. This contract aims to provide decision-makers with technical information and tools to optimize water supply and power generation.

Work Details
The contractor will perform various tasks including:
1. Project Management: Regular check-ins with Reclamation contacts, bi-weekly updates, monthly invoices, and a data management plan.
2. Water Resources Modeling: On-call support for real-time assessments during the Old and Middle River Flow Management season, conducting baseline model runs, and biological reviews as needed.
3. Automated Real-Time Assessments: Develop automated tools for synthesizing species data to inform Delta operations.
4. Model Refactoring: Enhance existing fish and hydrodynamic models for improved accuracy and efficiency.
5. Structured Decision-Making Program: Assist in developing a structured decision-making process for CVP operations, including facilitation of workshops and documentation of outcomes.
6. Biological Analysis: Conduct up to twelve biological analyses using various models to evaluate impacts on fish species related to CVP operations.

Period of Performance
The contract will span 5 years, consisting of one base year from September 1, 2025, to August 31, 2026, plus four optional years.

Place of Performance
The work will primarily be performed at locations relevant to the Central Valley Project in California.
