Special Notice-Consolidation RFP No. 140L0125R0010

Background
The Department of the Interior (DOI) is issuing this Special Notice for the consolidation of the Request for Proposal (RFP) No. 140L0125R0010 related to the Wild Horse and Burro Program (WHBP) Off-Range Pastures (ORP). This consolidation aims to improve government efficiency in labor and time across various processes including planning, solicitation, contract administration, closeouts, and audits.

The consolidation supports regional and national mission objectives while addressing small business and socio-economic concerns.

Work Details
Contractors will provide daily services for approximately 50,000 wild horses, ensuring care for 12,600 horses from expiring contracts and acquiring space for an additional 3,400 horses. Services will be provided within a range of 200 to 10,000 wild horses per contractor.

The contract type is Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ), with multiple IDIQ contracts anticipated. The goal is to standardize the Statements of Work (SOW), which previously varied slightly in terms and inspections. This includes consistent terminology, expectations, standards, incentives, inspections, and submittals across the requirements document.

Period of Performance
The period of performance is anticipated to be either five (5) or ten (10) years.

Place of Performance
The services will be performed in four states as part of the Wild Horse Burro Program.

Bidder Requirements
Bidders must demonstrate capability to provide care for wild horses within specified limits. No single vendor can meet the entire need for horses; therefore, multiple awards will be necessary. Contractors must have historical data related to quality animal care to qualify.
