Description

Technical Assistance Contract(s) (TACs) for EM Field Sites, including but not limited to the West Valley Demonstration Project (WVDP), the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project, and the Los Alamos (LA) Field Office.
Background
The U.S. Department of Energy (DOE) is seeking technical assistance contracts (TACs) for various EM Field Sites, including the West Valley Demonstration Project (WVDP), the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project, and the Los Alamos (LA) Field Office. The TACs are intended to provide support for environmental management activities at these sites.

Work Details
The solicitation requires offerors to provide information on their relevant past performance, specifically on work similar in scope, size, and complexity to that described in the EM-LA Performance Work Statement and Task Order. Offerors are also required to complete a Professional Employees table and include it in their Volume III Price Proposal.
Additionally, offerors must confirm that proposed labor categories will meet or exceed the minimum qualifications contained in Section J, Attachment J-3 Position Descriptions and Qualifications.
The accounting system requirements include adherence to generally accepted accounting principles, inclusion of a timekeeping system for proper accounting and classification of employee labor by project/task, identification and accumulation of material costs by project/task and by contract, exclusion of costs charged to government contracts that are not allowable in terms of 31 or other contract provisions, and segregation of direct costs from indirect costs.
