Description

Single Engine Scooper (SES) Flight Services for the Bureau of Land Management (BLM)
Background
The Bureau of Land Management (BLM), part of the Department of the Interior (DOI), is seeking to procure Single Engine Scooper (SES) Flight Services for wildland fire suppression. This contract aims to provide essential aerial firefighting support to BLM and other federal and state agencies as needed, ensuring readiness for wildland fire emergencies across the lower 48 states and Alaska.

Work Details
The contractor will provide amphibious single engine scooping fire suppression services on an On-Call or Call When Needed basis. Key requirements include:
- Provision of primary and relief flight crews for each aircraft.
- Availability of a Fuel Service Vehicle (FSV) and potentially a SEAT Support Vehicle (SSV).
- Aircraft must meet specific operational criteria including:
- Standard or Restricted Airworthiness Certificate.
- Certification under 14 CFR 23 or 25.
- Minimum 1600 Shaft Horsepower (SHP).
- Capacity to dispense both water and fire retardant with a tank capacity of 799 US gallons.
- Operations must be capable from gravel runways at specified altitudes and temperatures, with an endurance of at least 2 hours and 30 minutes.
- Compliance with safety management system requirements and maintenance protocols as outlined in the solicitation.

Period of Performance
The contract will be executed over a five-year period from May 1, 2026, to April 30, 2031.
