RFP No. 140L0125R0003 - Wild Horse Burro Program O   2

Background
The Bureau of Land Management (BLM) Headquarters is issuing this Request for Proposal (RFP) for Off-Range Corral (ORC) Holding Services as part of the Wild Horse and Burro Program. The goal of this contract is to secure support services for the management and care of wild horses and burros, ensuring their welfare and facilitating their adoption and sale. This acquisition will be conducted under the guidelines of applicable regulations.

Work Details
The contractor will provide all personnel, equipment, tools, materials, facilities, labor, and supervision necessary to perform the following tasks:

1. Maintain and train excess wild horses and burros from BLM gather operations or western preparation facilities.
2. Provide routine maintenance of facility infrastructure.
3. Unload, sort, and identify animals upon arrival at the facility based on sex, age, and species.
4. Ensure unmarked animals are placed in separate pens until inspected by BLM personnel.
5. Notify the Contracting Officer's Representative (COR) immediately upon discovering discrepancies in animal counts or health records.
6. Sort, segregate, and load animals as needed for vaccinations or other treatments.
7. Provide land, pens, feed (including quality hay), salt, minerals, and water necessary for maintaining wild horses and burros.
8. Maintain animals in good condition with a minimum Henneke body condition score of 4 or greater.
9. Conduct feeding practices that meet nutritional needs based on established guidelines.
10. Maintain up-to-date records on animal health, training, deaths, and facility inventory.

Period of Performance
The contract will be performed over an indefinite period with task orders issued as needed; specific performance periods will be defined within those task orders.

Place of Performance
Services will be provided at contractor facilities located in Colorado, Nevada, Kansas (limited), or Wyoming that are not adjacent to Herd Areas (HAs) or Herd Management Areas (HMAs).
