Background
The Emergency and Rapid Response Services (ERRS VI) contract is issued by the Environmental Protection Agency (EPA) to support their mission of responding to environmental emergencies and hazardous substance releases. The goal of this contract is to provide timely and effective cleanup services in response to incidents that pose a threat to human health or the environment, including natural disasters, terrorist activities, and chemical spills.

The contract will cover EPA's Region 2, which includes New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands.

Work Details
The contractor shall provide personnel, materials, and equipment necessary for emergency response activities. Key tasks include:
- Responding to releases or threats of oil, hazardous substances, or pollutants into the environment.
- Addressing incidents involving fire/explosion or terrorist acts.
- Conducting cleanup operations for chemical, biological, radiological, or nuclear incidents.
- Providing year-round 24/7 services to mitigate environmental hazards.
- Generating daily cost reports using the Removal Cost Management Software System (RCMS).
- Preparing Site Progress Reports as required by the On-Scene Coordinator (OSC).
- Developing a Staffing Plan that addresses ongoing staffing needs.
- Maintaining Level A emergency response capabilities for high-risk incidents.
- Ensuring compliance with safety regulations during marine operations and other cleanup efforts.

Period of Performance
The period of performance for this contract is anticipated to be five years with a base period. Specific task orders may have varying time frames depending on the nature of the incident being addressed.

Place of Performance
The contract will be performed primarily in EPA's Region 2, which includes New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands.
