Background
The Upper Columbia River Site (EPA ID# WASFN1002171 1002171) is in the northeastern corner of Washington State and is currently being investigated by Teck American, Incorporated (TAI) as part of a 2006 settlement agreement with EPA. The known extent of contaminated upland property includes approximately 120-square miles. The primary focus of this PWS will be on residential properties within the Town of Northport that are affected by commingled contamination from the existent Trail Smelter, located in British Columbia, Canada, and the former Le Roi Smelter (EPA ID# WAD988507323). The Trail Smelter is located approximately 7 miles north of the United States (U.S.)-Canadian border and has operated continuously since the 1890’s. Throughout its operations, the Trail Smelter has contaminated land throughout the Upper Columbia River basin.

The former Le Roi Smelter is located approximately 6 miles south of the U.S.-Canadian border and operated intermittently from 1897-1906 and from 1916-1921. Historic emissions from both smelters have traveled south-southwest down the Columbia River valley.

Work Details
The purpose of this Performance Work Statement (PWS) is to describe the tasks necessary to provide sampling and removal action support within the Upper Columbia River (UCR) Site. Support will focus on upland contaminated properties and lakes/wetlands affected by heavy metals contamination. The PWS includes work to sample residential properties, conduct a removal assessment and prioritization of properties for cleanup, and to complete removal actions at prioritized residential properties.

In addition to sampling residential properties, the contractor will also work with EPA to conduct sampling at potentially affected upland lakes/wetlands.
