Background
The U.S. Fish & Wildlife Service, Sheldon National Wildlife Refuge, has a requirement for the design and implementation of low-tech process-based restoration (LTPBR) on degraded streams. The goal of this contract is to restore aquatic and riparian habitats within the refuge, specifically targeting Thousand Creek and Fish Creek, which have been degraded and disconnected from their floodplains.

Work Details
The contractor shall provide all labor, materials (except Government-furnished), transportation, equipment, and supervision for the Low-tech Process Based Restoration of Degraded Streams at Sheldon National Wildlife Refuge. Key tasks include:

1. Installation of instream structures that mimic beaver dams or log jams to trap sediment and raise the stream bed and water table.

2. Additional restoration techniques may include cross veins, bank stabilization structures, rock drops, one rock dams, riffle redevelopments, pool creation, floodplain reconnection, channel reconnection, Zuni bowls, log drop structures, among others.

3. The project must be planned and implemented to result in habitats resembling ecological references.

4. The contractor must have experience in low-tech process-based restoration in high desert environments.

5. All travel costs to and from the refuge are the contractor's responsibility.

6. The contractor must apply for necessary permits (404 Permit from Army Corps of Engineers, 401 Water Quality Certification from Nevada Division of Environmental Protection) before commencing work.

7. Monitoring for turbidity and other parameters as required by permits is mandatory, including establishing monitoring points and collecting pre- and post-construction photos.

Period of Performance
The period of performance is from April 1, 2025 to December 31, 2025.

Place of Performance
The work will be performed at designated streams within Sheldon National Wildlife Refuge located at 44280 Virgin Valley Road, Denio, NV 89404.
