Ocean Beach Sand Management

Background
The National Park Service (NPS) is issuing this solicitation for sand management services at Ocean Beach, located within the Golden Gate National Recreation Area. The purpose of this contract is to address the ongoing issue of excess sand build-up against the O'Shaughnessy seawall, which has been exacerbated by natural and manmade factors since the 1970s. This build-up not only affects public access to the promenade but also leads to sand drifting into adjacent areas, including parking lots and neighborhoods.

The goal of this contract is to manage this excess sand effectively to maintain public access and enhance visitor enjoyment.

Work Details
The contractor will be required to use appropriate heavy equipment to move excess sand build-up shoreward away from the O'Shaughnessy seawall. This work must be performed in accordance with the attached Performance Work Statement (PWS). Specific tasks include:
1. Moving built-up sand within the defined project area using heavy machinery.
2. Ensuring that operations do not occur outside of daylight hours (7 a.m. to 6 p.m.) and are not conducted on weekends or federal holidays unless prior approval is obtained.
3. Commencing work within 10 calendar days after contract award.

Period of Performance
The estimated total period of performance for this requirement is 90 days from award, with work commencing within 10 calendar days after the award date.
