Description

Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Marine & Aviation Operations (OMAO) and the Marine Operation Center (MOC), is seeking to procure oil containment boom services for its vessels during scheduled fueling operations at various ports. This solicitation is issued as a total small business set-aside. The contract aims to ensure environmental protection during fuel transfer operations by providing necessary containment equipment.

Work Details
The contractor will be responsible for providing all personnel and equipment necessary to deploy and retrieve oil containment boom during scheduled fueling events for NOAA vessels. Key tasks include:
- Providing and deploying up to the requested amount of feet of fuel boom for partial enclosure of vessel fueling/oil transfer operations.
- Deploying and recovering the fuel boom prior to and after each event, which may occur on holidays and weekends.
- Ensuring boom delivery can be scheduled within 72 hours of receiving a request from the Contracting Officer.
- Meeting additional full-enclosure or larger boom requirements with longer lead times.
- Providing a list of anticipated fueling events to the awarded contractor for planning purposes.

Period of Performance
October 30, 2026 – October 15, 2027

Place of Performance
151 Watts Ave Pascagoula MS 39567

Bidder Requirements
Bidders must meet the following requirements:
- Small Business Set Aside - Total (SBA).
- Provide evidence of past performance with at least two references from similar contracts within the past two years.
- Ability to respond within 48 to 72 hours for deployment requests.
- Must have access to military installations and possess a certificate to dispose of fuel in an environmentally compliant manner.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, as Enhanced Environmental & Emergency Services was awarded NOAA contracts 1333MK25P0026 (12/17/24–12/16/25, $98,857) and 1333MK26P0011 (01/13/26–01/12/27, $36,000) for work “per SOW” to provide oil containment boom for NOAA ship fuel evolutions in the Gulf. The current requirement similarly calls for providing and deploying/retrieving fuel containment boom during scheduled fueling operations at ports (including meeting short-notice delivery timelines), which is consistent with a continuation of the same type of boom services.
