Background
The U.S. Environmental Protection Agency (EPA), Office of Emergency Management (OEM) intends to issue three (3) separate sole source bridge contract vehicles to follow each of the existing multiple-award indefinite-delivery/indefinite quantity (IDIQ) contracts that expire on June 29, 2023. The requested bridge IDIQ contract vehicles are intended for ABT Associates Inc. (ABT), Booz Allen Hamilton, Inc. (BAH), and General Dynamics Information Technology, Inc. (GDIT) to provide a continuation of the same scope of work at the current level of support that these contractors currently perform.

Work Details
The contractors are required to provide technical research and analytical support; program evaluation support; communications and outreach support; web communications support; data analysis and survey support; guidance support; training support and technical assistance for federal and nonfederal organizations and individuals; program planning and reporting; legislative and regulatory support; facilitation, meeting and conference support; and program implementation support. The services provided under these contracts are essential for OEM's mission, including coordinating technical support with the United States Coast Guard, Federal Emergency Management Agency, and other government agencies, providing mission-critical rapid technical support on a national level throughout the EPA regions during emergency incidents, preparedness and COOP exercises, and other response activities.

Period of Performance
The requested Bridge IDIQ contracts period of performance is from June 30 to December 31, 2023 (Base period of six (6) months); Optional extension of three (3) months for continuity of services/transition, anticipated to be exercised on or before December 31, 2023, for a period not to extend beyond March 30, 2024.
