Description

Monitoring Juvenile Anadromous O. mykiss in the Lower San Joaquin and Stanislaus River
The need for this project is to collect data necessary on the Stanislaus River to inform real time operations and improve our methods for collecting status and trend monitoring on Central Valley steelhead populations. Doing so will enable Reclamation to minimize potential impacts of CVP operations on O. mykiss population dynamics and the expression of anadromy in this species while also maximizing water delivery and hydropower.
Solicitation number 140R2025Q0034 is issued as a Request for Quote (RFQ).
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR parts 13.5 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm-Fixed Price Purchase Order for services represented in the Performance Work Statement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This acquisition is a 100% small business set aside. The NAICS code is 541690 and the size standard is 19 million dollars.

Background
The Bureau of Reclamation is seeking to collect data on the Stanislaus River to inform real-time operations and enhance monitoring methods for Central Valley steelhead populations (Oncorhynchus mykiss). This initiative aims to minimize potential impacts of Central Valley Project (CVP) operations on O. mykiss population dynamics while maximizing water delivery and hydropower.

Work Details
The contractor will perform a series of tasks including:
1. Developing a Juvenile Production Estimate (JPE) implementation plan for O. mykiss across three CVP tributaries.
2. Conducting annual surveys to estimate the current O. mykiss population size using mark-recapture methods, including data collection on individual fish metrics and genetic analyses.
3. Analyzing age and growth by examining hard tissues from O. mykiss collected from various water bodies.
4. Monitoring survival and outmigration rates through tagging methods and statistical models to estimate survival probabilities for different age classes.
5. Managing the project with a comprehensive Project Management Plan (PMP), including risk assessments, quality control, and regular progress reporting.

Period of Performance
The anticipated period of performance is from September 1, 2025, to August 31, 2026, with options for two additional years.

Place of Performance
The work will be performed primarily in the Stanislaus River and Lower San Joaquin River in California.
