Background
The National Park Service (NPS) is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide invasive plant treatment services for Grand Teton National Park. The goal of the contract is to control noxious weeds along roadways within the park, ensuring the preservation of natural resources and conservation efforts. This acquisition supports the NPS mission to protect and manage park resources.

The work will utilize motorized methods approved for roadside use, with treatments conducted within 25 to 50 feet from the road shoulder. The contractor must furnish all necessary items such as herbicides, equipment, labor, and transportation. Estimated work includes a minimum of 300 acres treated annually with approximately 1,000 acres in the Base Year. The contract includes one base year and two option years.

Period of Performance
Base Year: June 1, 2026 – May 31, 2027; Option Year I: June 1, 2027 – May 31, 2028; Option Year II: June 1, 2028 – May 31, 2029.

Incumbent Analysis (see Incumbents section for more detail)
The solicitation for roadside invasive plant treatment at Grand Teton National Park shows a confirmed incumbent with multiple prior awards to Monture Creek Land Management, including IDV 140P1423D0005 (value $248,998; 05/15/23–12/31/25) and IDV 140P1423D0003 (value $240,559; 05/12/23–12/01/25). These prior efforts involved motorized invasive plant treatment along Grand Teton front country/right-of-way areas using herbicide application methods and electronic data collection, which appears to align closely with the current requirement to survey assigned acreages, mix/apply specified herbicides within defined roadside distances, maintain daily treatment records, and collect GPS/electronic data.
