High-Purity Depleted Uranium Production for NNSA   2

Background
The Department of Energy (DOE) has been involved in enriching uranium for over 60 years, primarily for nuclear weapons and commercial use. The National Nuclear Security Administration (NNSA) currently manages a significant quantity of depleted uranium hexafluoride (DUF) stored at the Portsmouth, OH and Paducah, KY sites. This DUF is awaiting conversion into depleted uranium oxides (DUOx) at DOE facilities. The NNSA Office of Strategic Materials Production Modernization requires a contractor to produce high purity depleted uranium (HPDU) metal from either DUF or DUOx.

Work Details
The contractor will be responsible for converting NNSA-supplied DUF or DUOx into HPDU. Key tasks include:

1. **Initial Production**: Produce and deliver 200 metric tons of HPDU by the end of Q1 FY29, demonstrating the production process and ensuring compliance with specifications.

2. **Ramp Production**: Increase production to 300 metric tons in FY30.

3. **Full Production**: Achieve a capacity of 400 metric tons annually from FY31 to FY35.

4. **Licensing and Permitting**: Obtain necessary licenses to perform the required services.

5. **Design and Construction**: Design and potentially construct a full-scale production facility capable of receiving and storing feed materials and producing HPDU.

6. **Transportation**: Manage the transportation of feed material from PORTS/PAD sites to the contractor's site, as well as the delivery of HPDU to designated locations such as NNSA's Y-12 National Security Complex.

Period of Performance
The contract will commence on October 1, 2025, with initial production expected by the end of Q1 FY29, ramping up through FY30, and continuing through FY35 for full production.

Place of Performance
The work will be performed at the contractor's facility, with transportation activities occurring between Portsmouth, OH; Paducah, KY; and other designated locations.
