Hazardous Waste Disposal

Background
The US Geological Survey (USGS), National Wildlife Health Center, located in Honolulu, Hawaii, requires hazardous waste removal services from their field station. The goal of this contract is to ensure the safe and compliant disposal of hazardous waste generated at the facility, aligning with environmental protection standards.

Work Details
The contractor will provide all necessary plant, equipment, labor, supervision, and materials for Hazardous Waste Collection Services. This includes:
- Waste characterization and analysis
- Supplies and packaging for hazardous materials
- Labeling and documentation for compliance
- Technical support including obtaining necessary licenses and permits
- Insurance coverage as required by law
- Proper transportation and disposal of hazardous waste in accordance with local, state, and federal regulations.

Deliverables include:
- Packaging supplies such as drums and liners
- Completed waste manifests and characterization records
- Documentation proving proper disposal (certificates of disposal or destruction).

Performance objectives require a 48-hour response time for waste removal requests, completion of inventorying and packaging within three days, and removal of packaged waste within 25 calendar days.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), possess necessary certifications for hazardous waste handling, maintain all required insurances (vehicular, workman’s compensation, general liability), have trained and certified disposal technicians for hazardous materials transport, obtain all necessary permits and licenses from federal, state or local authorities.
