Exclusive Use Fixed Wing Single Engine Scooper Ser   3

Background
The Bureau of Land Management (BLM) is seeking to acquire exclusive use flight services for single-engine, amphibious, water scooping aircraft to support fire suppression missions through the Alaska Fire Service. The designated base of operations for this contract will be Fort Wainwright, located in Fairbanks, Alaska. This contract aims to ensure the availability of aircraft and personnel during critical fire seasons to effectively manage wildfires in the region.

Work Details
The contractor will provide four single-engine water scooping aircraft equipped as specified in the solicitation. Services include:
- Aircraft must have a Standard or Restricted Airworthiness Certificate.
- Aircraft certified under 14 CFR 23 or 25.
- Capability to scoop water from lakes or rivers and load it at ground locations.
- Operations from paved and agreed upon gravel runways in remote locations.
- Each aircraft requires a Level I SEAT Pilot and a Level I or II SEAT Relief Pilot, along with one on-site mechanic for every two aircraft.
- Minimum aircraft requirements include a tank capacity of 800 US gallons and payload capacity of 600 US gallons of water with specific performance metrics outlined in the solicitation.
- The exclusive use period is defined from May 20th through August 2nd annually, with an initial performance period starting around May 20th for a duration of 75 days.

Period of Performance
The contract will be performed from April 1, 2025, to March 30, 2030, with specific exclusive use periods each year from May 20 to August 2.
