Background
The Bureau of Land Management (BLM) Alaska Fire Service is seeking contractor-operated and maintained aircraft for exclusive use in smokejumper operations. This contract aims to support fire suppression activities, search and rescue, and other related missions in Alaska, particularly from Fort Wainwright, Fairbanks.

The contract includes unique requirements for aircraft capabilities and operational standards to ensure effective service delivery in varying environmental conditions.

Work Details
The contractor will provide a high wing, multi-engine turboprop airplane equipped for smokejumper operations. Key tasks include: conducting an Initial evaluation by the Smokejumper Aircraft Screening and Evaluation Subcommittee (SASES) over the first 15 days, followed by a Field evaluation for 90 days.

The aircraft must be capable of transporting and dropping smokejumpers and paracargo, performing reconnaissance, testing parachutes, and supporting fire suppression activities. It should have in-flight opening and closing side doors for paracargo operations, perform low-level flights at 500 feet, and accommodate at least 12 smokejumpers when configured. The aircraft must meet specific certification requirements including a Standard Airworthiness Certificate and be approved by SASES.

Additional services include providing necessary personnel (pilot-in-command, second-in-command if needed), mechanics, relief personnel as required, and all associated equipment.

Period of Performance
The performance period is from April 1, 2025, to March 31, 2027. The estimated exclusive use period is approximately 120 days starting around May 1st each year.

Place of Performance
The primary location for performance will be Fort Wainwright, Fairbanks, Alaska; however, the aircraft may be reassigned to various field stations or fire camps throughout Alaska or dispatched to the Lower 48 states.
