EST Analytical Purge & Trap Autosamplers S&M

Background
The United States Environmental Protection Agency (EPA) is issuing a solicitation for a service and maintenance contract for two EST Analytical Purge-and-Trap Autosampler systems. These systems are essential for analyzing Volatile Organic Compounds (VOCs) in environmental samples, supporting the EPA's mission to protect human health and the environment.

The contract is specifically for the Laboratory Services and Applied Sciences Division (LSASD) located at 11 Technology Drive, North Chelmsford, MA.

Work Details
The contractor will provide a Service & Maintenance (S&M) Agreement that includes:

A. All parts, travel, and labor required for Corrective Maintenance visits with a targeted response time of three business days on-site.

B. One Annual Preventive Maintenance (PM) visit with a standard PM kit included for all covered instruments.

C. Use of guaranteed Original Equipment Manufacturer (OEM) parts during all maintenance to maintain original operating specifications.

D. Priority status for technical support inquiries with immediate response time; certified service engineers will conduct diagnoses using digital remote support tools.

E. 24-hour call back and response for corrective maintenance inquiries.

F. Support for affiliated software, including software and firmware updates/upgrades as available upon request during scheduled visits.

G. Coverage for repair of sample pathways due to sample-induced issues, including all associated parts and labor.

H. Provision of loaner instruments for components requiring return to the manufacturer for repair.

Period of Performance
The contract will be performed over one base year with four additional one-year option periods, totaling five years of service.

Place of Performance
The services will be performed at the U.S. EPA Region 1 New England Regional Laboratory located at 11 Technology Drive, North Chelmsford, MA 01863.
