ESR 2025 Fires Drill Seeding Fall 2026

Background
The Bureau of Land Management (BLM) is issuing this solicitation for the ESR 2025 Fire Drill Seeding Fall 2026 project, aimed at restoring and rehabilitating designated areas in Malheur County, Oregon. The goal of the contract is to perform seed application in accordance with specified requirements to ensure effective restoration efforts.

Work Details
The Contractor shall perform seed application in designated areas, providing all necessary equipment, labor, supplies, tools, supervision, materials, and incidentals to complete the work. Specific tasks include:

1. Seed Application: Ensure uniform coverage over the application area by comparing applicator logs to original polygon specifications and conducting random inspections to observe application and test calibration.

2. Deliverables include:
- Performance/Work Plan (once) submitted via email in PDF or hard copy to the Contracting Officer Representative (COR).
- Crew Manifest (once and as needed) submitted via email in PDF or hard copy to the COR.
- Loading Records (once or as needed) submitted via email in PDF or hard copy to the COR.
- Progress Reports (weekly) submitted via email in PDF or scanned format to the COR.

Period of Performance
The contract will be performed over a specified timeframe that aligns with the project requirements for seeding activities during Fall 2026.

Malheur County, Oregon.

Bidder Requirements
This opportunity is a Small Business Set Aside - Total (SBA). Bidders must demonstrate relevant experience by providing a list of at least three jobs completed in the past five years where they acted as a Prime Contractor or Sub-Contractor for similar services. Additionally, bidders must provide a technical approach narrative demonstrating their understanding of project requirements, safety protocols, sustainability practices, and risk management strategies.
