THIS IS A SOURCE SOUGHT ANNOUNCEMENT FOR INDUSTRY INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.
AN OFFICIAL SOLICITATION IS ANTICIPATED IN JANUARY 2025 FOR THIS REQUIREMENT.
EPA Region 09 is conducting market research to understand capabilities related to providing EPA with support for water emergencies as described below. EPA anticipates awarding two contracts (see below) for water emergencies in FY25. In response to this sources sought, EPA is requesting that vendors provide a capability statement and answer questions related to this work. Please see "Attachment 1 - WERRS_TART Questions for Industry".
All responses must be submitted through Fedconnect and/or submitted to Emily Mogg at mogg.emily@epa.gov by August 1, 2024 at 8pm PT/ 11pm ET. If submitting via email, the subject line must include "68HE0924Q0032".
WERRS Contract:
The purpose of the Water Emergency and Rapid Response Services (WERRS) contract is to provide fast, responsive state, territorial, and tribal regulatory agency support for drinking water and wastewater utility services for EPA Region 9 during emergencies. Ability to work within the Incident Command System is required. 40-hour HAZWOPER training may be required for some response personnel. Two critical aspects of this contract will be to support reestablishment of potable water and sewer system operations. Some duties may include infrastructure replacement, cutting and capping service laterals, repairing damaged drinking water systems, site restoration, remediation work, clearing sewer lines, removal of debris, logistical support, etc.
TART contract:
The purpose of the Technical Assessment and Response Team (TART) contract is to provide nationally consistent services to the U.S. Environmental Protection Agency (EPA) and other federal officials implementing EPA's responsibilities. Some duties may include monitoring response activities, flushing of drinking water infrastructure, sampling of water for potential contaminants, providing laboratory analytical support, analytical data validation, inspection of sanitary sewer systems, providing videography and reports on inspections, assessing physical security conditions for field activities, conducting damage assessments, obtaining data necessary to help EPA prioritize sites posing threats to human health and the environment, gathering and analysis of technical information, providing data management support, GIS support, website development, drafting and review of documents, providing training relevant to the emergency, conducting data collection and field observation of operations conducted under the WERRS contract, and other assessment work.
