Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of services for Environmental Response and Hazardous Materials Response.
(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation will utilize the policies contained in FAR Part 15, Contracting by Negotiation in conjunction with the policies b and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 was published in the Federal Register today, October 28, 2022.
(iv) This solicitation is being issued as an 8(a) set aside. The NAICS associated with this solicitation is 562910 with a size standard of 750 employees.
Proposals are due no later than February 2nd, 2023 12:00 pm Mountain Time and shall be emailed to elarson@blm.gov.
Questions are due no later than January 12th, 2023 4:00 pm Mountain Time and shall be emailed to elarson@blm.gov. Questions and responses will be posted on the Contract Opportunities site at www.sam.gov.

Background
This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation is being issued as an 8(a) set aside.

Work Details
The Bureau of Land Management (BLM) has a requirement for emergency response and other environmental response services involving hazardous materials, which are regulated by the U.S. Environmental Protection Agency (EPA), or State regulatory agencies. Work will mainly be in the states of Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Washington, Utah, and Wyoming; however, work may be performed in any state within the continental United States.

The contractor shall provide technical assistance to BLM that may include examination and verification of sites on BLM-managed lands where a hazardous material release has occurred or is suspected; removal, remedial, corrective, and disposal actions associated with a site where a hazardous material release is identified or suspected; and assistance with pollution prevention, waste minimization, hazardous materials inventory and waste stream management and disposal. The contractor may also be required to work in coordination with local or regional response teams who respond to an incident.

Period of Performance
This Indefinite Delivery, Indefinite Quantity (IDIQ) Contract will be issued for a period of five (5) years. The period of performance for the subsequent Task Orders will be established with each order.

Work will mainly be in the states of Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Washington, Utah, and Wyoming; however work may be performed in any state within the continental United States.
