Background
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Response and Restoration (OR&R) is responsible for spill preparedness and response, hazardous waste site investigation, environmental damage assessment, coastal ecosystem restoration programs, and marine debris programs. OR&R addresses environmental threats from natural and technological hazards, including oil spills and chemical releases. The goal of this contract is to provide Emergency Response and Restoration Support Services (ERRSS) to assist OR&R in fulfilling its mission.

Work Details
The contractor will provide a range of scientific and technical support for critical functions to meet OR&R mission goals. This includes:

1. Incident Response and Exercises: Provide qualified personnel for rapid on-scene response to emergencies, primarily oil spills. Maintain a core team capable of responding 24/7.

2. Environmental Harm Assessment: Understand environmental harm caused by marine pollution and develop restoration plans.

3. Technical Support: Deploy staff during emergency incidents, manage environmental data sets, develop methodologies for damage assessment, manage marine debris cleanup projects, and create guidance documents for responders.

Period of Performance
03/01/2025 to 02/28/2030 with options for additional years.

Place of Performance
Services will be performed as needed across various locations affected by environmental incidents.
