EPA Region III is planning to award Time and Materials contracts for Emergency and Rapid Response Services (ERRS) for the removal of hazardous substances to be conducted under Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 ("Superfund"), as amended; Section 311 of the Clean Water Act (CWA), as amended by the Oil Pollution Act of 1990; Subtitle I of the Resource Conservation and Recovery Act (RCRA) and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); Presidential Decision Document (PDD) #39; the Robert T. Stafford Natural Disaster Act and pursuant to the Federal Response Plan (FRP). RFP number is PR-R3-06-10065, issue date on or about September 1, 2006. The proposed contracts will each include a minimum of $100,000 of cleanup work and a maximum to be negotiated. The period of performance will be one year with four-one year options. The contractors will provide needed cleanup equipment, personnel, materials and other resources to mitigate or eliminate any hazard or damage to the environment resulting from, or drills and exercises simulating the following: a release or a threat of release of oil, petroleum products, hazardous substances, pollutants or contaminants into the environment; the threat of fire and explosion and incidents involving terrorist acts, weapons of mass destruction, and nuclear-biological-chemical incidents; natural disasters during a Presidential disaster declaration. These response services are for EPA, Region III (Pennsylvania, Maryland, Delaware, Virginia, West Virginia and the District of Columbia). It is anticipated that the procurement will result in a minimum of 1 and up to 3 contract awards with primary response coverage as follows: A four hour response capability shall include at least two of the designated metropolitan areas for Area 1 - Philadelphia, PA/Wilmington, DE; Scranton/Wilkes-Barre, PA; Harrisburg, PA; Baltimore, MD/Washington, DC; Richmond, VA; Norfolk, VA; Lexington, VA; Winchester, VA; and Altoona, PA or a four hour response capability shall include at least two of the following designated metropolitan areas for Area 2 - Erie, PA; Pittsburgh, PA; Altoona, PA; Morgantown/Fairmont, WV; Charleston, WV; Bluefield, WV; Lexington, VA; and Winchester, VA.
