Background
The Bureau of Indian Affairs (BIA), Navajo Regional Office (NRO), Branch of Environmental Management (BEM), is issuing this solicitation for an environmental remediation project. The goal is to conduct an ASTM Phase III Environmental Remediation for the Chinle Land Transfer Project Parcel E-1, which is the site of a former wastewater lagoon. This remediation aims to ensure the property is free from environmental hazards and can be returned to the Navajo Nation for future economic development.

The property is located on BIA Navajo Route 7 (Main Street) in Chinle, Apache County, Arizona.

Work Details
The contractor will perform the following tasks as part of the ASTM Phase III Environmental Remediation:

1. Properly close the wastewater lagoon in accordance with NNEPA regulations.
2. Coordinate meetings with the NNEPA and BIA BEM to receive approval and guidance on the proposed work plan and work schedule for the closure of the Chinle land parcel E-1 wastewater lagoon.

The contractor must address all findings from previous Phase I and II Environmental Site Assessments, which identified potential human health and environmental hazards associated with Recognized Environmental Conditions (REC) from past and current property use.

Period of Performance
The contract will be performed from April 20, 2026, to October 20, 2026.
