CGB Goat Grazing Vegetation Management

Background
The Bureau of Reclamation is seeking small businesses capable of providing vegetation management through goat and/or sheep grazing for its Central California Area Office (CCAO) and Northern California Area Office (NCAO) lands. This Sources Sought Notice aims to assess the availability of qualified small businesses that can meet the Government's requirements and determine the method of acquisition.

Work Details
The contractor will provide goat grazing services for vegetation management, which includes:
1. Monthly invoices detailing the area treated, quantity of acres grazed, dates, and dollar value.
2. Submission of ESRI-compatible maps outlining the areas treated and the number of acres grazed per month.
3. Photo documentation before and after grazing treatment to illustrate compliance with performance requirements.
4. Quality control measures including monitoring by the Contracting Officer's Representative (COR) to ensure performance standards are met, addressing any complaints from neighbors regarding service quality.

Period of Performance
The total period of performance for this Blanket Purchase Agreement (BPA) will be approximately five years from November 8, 2026, to November 7, 2031. Each call placed under this BPA will have a separate period of performance generally spanning from three months to twelve months.

Place of Performance
The contract will be performed on lands managed by the Bureau of Reclamation in Central and Northern California.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract, with Capra Environmental Services identified on two goat grazing vegetation management awards for the Bureau of Reclamation’s Central California Area Office. Prior work includes goat grazing fire prevention and grazing along Folsom South Canal/Folsom areas, with award values of $961,750 (09/11/23–03/18/26) and $357,744 (09/01/25–12/31/28). The scope aligns with the current requirement for goat grazing to manage vegetation on Reclamation lands, including similar operational deliverables such as monthly area treatment reporting and before/after documentation.
