The purchase to Amendment 1 is extend the response date to September 23, 2025, at 3:00 PM (PDT) and address a question.
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number 140L1225Q0064.
This document incorporates provisions and clauses which are in effect through Federal Acquisition Regulations 2025-05. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 115310 for Support Activities for Forestry-Fuels Management Services. The Small Business Annual Receipts for the preceding three (3) fiscal years does not exceed $34 Million.

Background
The Bureau of Land Management (BLM) is issuing this solicitation for the Case Mountain Forest Stewardship project located near Three Rivers, CA. The project aims to restore forest structure and composition, improve resilience to insects and disease following the Coffee Pot Fire in September 2024, and protect old growth Giant Sequoias from high-intensity wildfires.

Work Details
The contractor will perform forest management activities on a 242-acre area, which includes:

1) Road construction and maintenance, including improvements on haul routes and establishment of landings and skid trails;

2) Cutting and removal of timber in designated units, specifically Units 1-3 for marked timber and Units 4-8 for salvage timber;

3) Compliance with environmental assessments related to the project;

4) All work must adhere to specified contract terms and conditions, including road renovation requirements and timber removal specifications.

Period of Performance
The contract will be performed from October 1, 2025, to March 1, 2027.

Place of Performance
The project will be conducted in the Case Mountain Extensive Recreation Management Area near Three Rivers, CA.
