Description

This is a Sources Sought for small businesses capable of providing environmental compliance and support services. This notice is being issued to help determine the availability of qualified small businesses technically capable of meeting the governments requirement and to determine the method of acquisition, including whether a small business socioeconomic set-aside is possible.
The Restoration Project is in Tehama and Shasta Counties and involves reestablishing approximately 42 miles of prime salmon and steelhead habitat on Battle Creek (BC), plus an additional 6 miles of habitat on its tributaries, primarily through the modification of the BC Hydroelectric Project facilities and operations, including instream flow releases. The awardee shall provide environmental compliance assistance associated with the Restoration Project and related projects within the BC watershed which will include administration of the Environmental Implementation Plan (EIP), including Preconstruction Surveys, conduct the Worker Environmental Education Program, develop Vegetation Protection and Exclusion Area Fencing Plan, conduct Environmental Compliance Monitoring Program Activities, assist Reclamation in monitoring Comprehensive Habitat Mitigation and Monitoring Plan, perform Noxious Weed Inventory, develop Construction Contractor Mitigation Plans and Programs, and prepare quarterly reporting on the Environmental Compliance Monitoring Annual Report. See attached draft Performance Work Statement (PWS), and EIP (an updated version may be forthcoming at time of solicitation).
This notice is not to be construed as a commitment by the government to issue a solicitation or ultimately award a purchase order and the procurement is subject to the availability of funds. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The government will not be responsible for any costs incurred by the respondents to this notice. The notice is for research and information purposes only.
The North American Industry Classification System (NAICS) code for this requirement is 541620 and the associated small business size standard is $19 million. All businesses with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice.
The information requested is:
1. Company name, address, UEI number, and point of contact name and email address
2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.)
3. Information that would demonstrate that your business has the capability and resources to meet the specifications of the requirement as described in the attached Draft Performance Work Statement (Attachments not included).

Background
The Battle Creek Salmon and Steelhead Restoration Project is located in Tehama and Shasta Counties, California, and aims to restore approximately 42 miles of salmon and steelhead habitat on Battle Creek and an additional 6 miles on its tributaries. This project is part of the CALFED Ecosystem Restoration Program and involves modifications to the Battle Creek Hydroelectric Project facilities.

The U.S. Bureau of Reclamation (Reclamation) is the federal lead agency responsible for ensuring compliance with the National Environmental Policy Act (NEPA), while the California State Water Resources Control Board oversees compliance with the California Environmental Quality Act (CEQA). The project includes three phases, with Phase 2 focusing on environmental compliance and support services related to dam removals and habitat restoration.

Work Details
The Environmental Contractor will provide environmental compliance assistance for Phase 2 of the Restoration Project, which includes:
1. Administering and updating the Environmental Implementation Plan (EIP) specific to Phase 2 removal work.
2. Conducting preconstruction surveys for various special-status species, including Valley Elderberry Longhorn Beetle and Foothill Yellow-Legged Frog, and preparing survey reports.
3. Implementing a Worker Environmental Education Program to ensure compliance with environmental laws among construction contractors.
4. Developing a Vegetation Protection and Exclusion Area Fencing Plan to safeguard sensitive habitats during construction activities.
5. Conducting an Environmental Compliance Monitoring Program to ensure timely implementation of mitigation measures during construction, including monitoring threatened species and cultural resources.
6. Preparing a Comprehensive Habitat Mitigation and Monitoring Plan that outlines mitigation requirements for sensitive habitats impacted by construction activities.
7. Performing a noxious weed inventory before and after construction activities to manage invasive species effectively.

Period of Performance
The contract will be performed over one base period from October 1, 2025, through September 30, 2026, followed by four option years extending through September 30, 2030.

Place of Performance
Fieldwork will occur at Restoration Project construction sites in Tehama and Shasta Counties, California, with office meetings potentially taking place in Sacramento, Redding, or Manton.
