Asbestos Abatement - Frank Hagel Federal Building

Background
The Social Security Administration (SSA) requires the services of a Contractor to perform asbestos abatement services to remove asbestos-containing material (ACM) from the 3F West Men’s and 3F East Women’s restroom lounge at the Frank Hagel Federal Building (FHFB) located at 1221 Nevin Avenue, Richmond, CA 94802.

The building is a stand-alone, steel-framed, six-story structure consisting of brick-faced concrete fascia panels, approximately 619,000 gross square feet and situated on 10 ½ acres. Asbestos is recognized as a highly hazardous material by OSHA and the EPA, necessitating strict regulations for worker safety and environmental protection.

Work Details
The Contractor shall provide services to safely remove and dispose of ACM from the identified areas to eliminate exposure risks. Key tasks include:

A. Remove all furnishings from each restroom and lounge during the project.
B. Erect protective containment barriers with negative air pressure before commencing removal services.
C. Establish a decontamination unit per procedures described in 29 CFR 1926.1101(j).
D. Perform asbestos abatement activities in compliance with 29 CFR 1926.1101 and applicable local codes, securing all necessary permits and licenses.
E. Prepare and submit a Work Plan detailing compliance with federal, state, and local regulations for the asbestos removal project.
F. Conduct proper removal and off-site disposal of all materials resulting from this project to ensure safety for workers, building occupants, and site visitors.
