DLA Aviation Philadelphia will solicit for the acquisition of various quantities of 62 unique Depot Level Repairables necessary to support repair and replacement of F/A-18E/F under the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-200U. Under the BCOI contract, the contractor will be required to provide readiness at an accelerated rate to meet the program's mission. The contract is planned as a Fixed Price Incentive Fee with targets for cost control and schedule performance, with incentives for early delivery and accountability for schedule delays.

This effort is contemplated to be procured from Boeing under the authority of FAR 6.302-1 and will require comprehensive support of the program. Due to the age of the weapon system, drawings are no longer up-to-date; tooling may no longer be available/useable; materials may be obsolete, and the vendor base has significantly diminished since the parts were last purchased. DLA lacks sufficient technical data to compete this requirement effectively and Boeing possesses the technical capability and data to produce these Items.

The items that will be included in this contract are currently procured under various contracts by DLA. The integrated approach to support these items under the BCOI enables DLA to meet Navy planning timeframes and reduces risk of impact to the warfighter. The BCOI Contract, strategic in nature and the primary vehicle for procurement of a wide range of supplies, has a 10 year performance period (five year base with a one five year option).
