This requirement is for development, modification, sustainment, and enhancement of web-based, fully integrated, on-line, programmatic support of F/A-18 and EA-18G Integrated Product Team (IPT) Software Management Information System (MIS) applications and tools for support of operational efforts to provide efficient and effective combat readiness capabilities to the fleet. These programmatic support applications include, but are not limited to, planning, estimation, risk management, event scheduling (including flight test events), anomaly tracking, project execution, project monitoring and control, and reporting. The applications and tools provide support to the F/A-18 and EA-18G IPT and other IPT/TPO programs to that allow for project and business management functions such as: plan, track, assess, and manage resources maximizing productivity, efficiency, insight, and support for timely and effective decision making. Offers and responses to the solicitation shall be submitted using the instructions in Section L of the solicitation. If the solicitations Section L instruction to Offerors state the PIEE Solicitation module will be used for electronic proposal submission, Contractors are required to register in PIEE to obtain access to the solicitation module. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code?s Data Custodian POC to request access to CUI. Background
Naval Air Warfare Center Weapons Division (NAWCWD) is an organization within Naval Air Systems Command (NAVAIR) dedicated to maintaining a center of excellence in weapons development for the Department of the Navy (DoN). The F/A-18 & EA-18G IPT, as well as other IPTs and TPOs, have a requirement for the ongoing sustainment and enhancement of an existing management information system suite, as well as the development and modernization of new features, tools or web-based applications that are fully integrated with the existing systems.

The existing software suite, herein collectively known as the F/A-18 & EA-18G Management Information System Suite (MISS), consists of multiple web-based software applications and tools that provide Business Intelligence (BI), Business Analytics (BA), and Risk Management (RM) functions.

Work Details
The scope of this contract is for professional services in the creation, modification, security and sustainment of new and existing functionality within the MISS software, including the overall Software Development Life Cycle (SDLC). This also includes the design, implementation, training, deployment, troubleshooting, maintenance, cybersecurity and retirement of new or existing tools and/or techniques. The contract requires integration between current business systems to ensure smooth interaction between the MISS applications & tools and current business process flow to meet ongoing unique objectives and requirements specific to NAWCWD IPT & TPO programs.

The Contractor shall analyze all user change requests for feasibility and to determine best implementation options and provide a report with consolidated recommendations on a monthly basis. The Contractor shall work directly with DITAC System Administrators (SAs) to implement, deploy, install, patch, update or otherwise make changes to the MISS hosted in the NAWCWD China Lake Data Center. The Contractor shall ensure all content is preserved according to federal records retention requirements, maintain current role or attribute based identity management, authorization, and authentication across all business applications. The contract also involves maintenance support using modern iterative software development technologies such as Agile and Development, Security and Operations (DevSecOps), evaluation of commercial and Government software, freeware, shareware, tools, techniques, processes and standards. It also includes maintaining documentation related to system/software engineering, integration activities, system security, program lifecycle documentation, application documentation, database documentation required for continued software support and requirements management.
