F-5N/F Capability Upgrade Kit Procurement   2

In accordance with FAR 6.305(a), the justification and approval for use of other than full and open competition for N00421-21-R-0129 is being posted for the F-5N/F Capability Upgrade effort in support of the United States Navy (USN) Fleet, Department of Defense (DoD), Non-DoD, and Foreign Military Sales (FMS) customers. The redacted version of J&A 21-0235 is included as an attachment to this posting.

The proposed contract action is for supplies for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides for the procurement of six (6) F-5N/F Capability Upgrade (referred hereafter as the Block Upgrade System) kits consisting of four (4) F-5N+ kits and two (2) F-5F+ kits as defined by the Tactical Air Support, Inc. (Tactical Air) F-5N+/F+ Block Upgrade System Parts List, inclusive of the required proprietary software. NAWCAD intends to award a Firm Fixed Price (FFP) contract to Tactical Air for a delivery date one (1) year after contract award.

At this time Tactical Air is the only source for integration of the Block Upgrade Program, inclusive of the six (6) Block Upgrade System kits, in support of the F-5N+/F+ Avionics Reconfiguration and Tactical Enhancement/Modernization for Inventory Standardization (ARTEMIS) program due to proprietary Tactical Air data and is capable of meeting the required delivery schedule without an unacceptable delay in system delivery to the Fleet. As a result, the program will provide shortened turnaround times and significant reduction in risk to the U.S. Government ensuring current readiness requirements are met during the Block Upgrade System integration process.
