F-35 Joint Program Office Security Support Services

Background
The F-35 Joint Program Office (JPO) is responsible for the life-cycle program management of the F-35 Lightning II, a fifth-generation joint strike fighter air system utilized by the U.S. Air Force, Navy, Marine Corps, and international partners.

The JPO's mission is to deliver a capable, available, and affordable air system to ensure operational superiority against adversaries. This Request for Information (RFI) seeks input on Security Knowledge Based Services to enhance security measures for the F-35 program and improve clarity in the requirements outlined in the draft Performance Work Statement (PWS).

The government intends to issue a Request for Proposal (RFP) leading to a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with multiple annual task orders anticipated over a five-year period.

Work Details
The contractor will provide comprehensive security support services across various disciplines including General Security (GENSEC), Industrial Security (INDUSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Physical Security (PHYSEC).

Key tasks include:
1. Providing trained security professionals for routine and emergency support;
2. Managing controlled unclassified information (CUI) and classified data;
3. Conducting risk management and analysis of security threats;
4. Developing security documentation such as Security Operations Manuals and Emergency Action Plans;
5. Performing compliance assessments and providing training programs;
6. Implementing Operations Security (OPSEC) measures;
7. Supporting Anti-Terrorism/Force Protection initiatives;
8. Assisting with export compliance and foreign disclosure processes;
9. Conducting audits of classified holdings;
10. Maintaining databases related to security operations.

Period of Performance
The contract will have a base period of performance of 12 months with four additional option periods of 12 months each.

Place of Performance
The primary place of performance will be at government sites in Arlington, Virginia, including locations such as 200 12th Street South, 201 12th Street South, and others across various U.S. military bases including Patuxent River, MD, Fort Worth, TX, Wright Patterson AFB, OH, Eglin AFB, FL, Edwards AFB, CA, Ramstein Air Base in Germany.
