The F-35 Joint Program Office (JPO) intends to issue a solicitation within 30 days for F-35 Joint Program Office (JPO) Program Management (PM) Knowledge Based Services (KBS) Contractor Support Services (CSS). The requirement is to provide program management support for the Directorates, Functional, and Integrated Product Teams, which reside within the F-35 JPO.

A presolicitation notice was issued on the Beta.SAM website on 4 Nov 2019 under NAICS Code 541611 Administrative management and General Management Consulting Services titled: Program Management Knowledge Based Services N68335-19-R-9999, and presolicitation notice N68335-20-R-0998 published on 4 June 2020.

UPDATE 30 July 2021:

The purpose of this update is to provide DRAFT Solicitation N00019-21-R-0027 and DRAFT attachments for the F-35 Joint JPO PM KBS. The government will accept questions on this DRAFT solicitation submitted in the format specified in DRAFT Section L. Cut-off date for submitting questions is 9 August 2021, 10:00 AM, local time. Any questions or comments that are submitted may be publically released.

Background
The F-35 Joint Program Office (JPO) intends to issue a solicitation for F-35 Joint Program Office (JPO) Program Management (PM) Knowledge Based Services (KBS) Contractor Support Services. The requirement is to provide program management support for the Directorates, Functional, and Integrated Product Teams within the F-35 JPO. A presolicitation notice was issued on the Beta.SAM website under NAICS Code 541611 – Administrative management and General Management Consulting Services.

Work Details
The solicitation includes details such as ratings and scale accounting for variances between offeror's past performance and the current effort, labor categories with open locations, quantities of FTEs for different positions, streamlined delivery process for awarding the initial task order, CLIN pricing including all costs and fees for the Basic IDIQ Ordering Vehicle, quality performance evaluation of Prime and Subcontractors, place of performance allowing 50% telework, time frame for paragraphs (e)(1) and (2) being a period of '12 months' after the term of this contract, Single-Award Indefinite Delivery/Indefinite Quantity contract utilizing CPFF CLINs for Labor, and past performance references collectively similar in scope, complexity and magnitude to the requirements identified for this IDIQ.

Place of Performance
The solicitation states that all contractor personnel will provide on-site support at sites listed above for approximately 50% of the time. It also mentions that unless otherwise specified in a Task Order, all positions are eligible for telework at approximately 50% of the time.
