F-16 SAASM/EGI Program

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis. Additionally, this proposed contract action is for services/supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The anticipated source for this procurement is identified as the following:

DESCRIPTION

This is a combined synopsis/solicitation of a requirement for the F-16 System Program Office (SPO) to procure upgrades to the existing F-16 Embedded Global Positioning System (GPS)/Inertial Navigation System (EGI) and GPS Antenna Electronics (AE) unit to allow anti-jamming and anti-spoofing functions. The commercial items being procured from Rockwell Collins, Inc. are:

In addition to these supplies, the resultant contract will include engineering and integration services. FSC: J016

The Government anticipates awarding a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to satisfy the requirement.

Authority 10 U.S.C. 2304(C)(1): Supplies and services required under this synopsis are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Foreign contractor participation is not permitted at the prime contractor level.

The proposed contract action is one for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. If your firm does not agree with this determination, please provide evidence of your firm's capabilities and experience in providing the above services for evaluation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
